Speaking topics

From plans to projects: why cities stall and what unlocks them

The delivery gap between climate targets and financed infrastructure, seen from inside a £1 billion city partnership and from working with cities on their pipelines today.

Public-private partnership at city scale

What Bristol City Leap got right, what it cost to set up, and what any city thinking of a long-term partner should ask before going to market.

Delivery risk in the clean power transition

What it takes to get storage, flexibility and clean generation designed, consented and built on time, from leading an energy services business through design and construction and from the evidence he has given to Parliament.

Energy efficiency: the capacity we already own

Twenty-five years of making estates use less, from pharmaceutical plants to the NHS, and why demand is still the cheapest resource on the system.

Engineering a sustainable future

History, science and the profession's obligation: the argument of his IChemE Presidential Address and Exeter inaugural lecture, for general and student audiences.

The engineering workforce we will need

Reskilling, recruitment and the next generation, from chairing the IChemE and IMechE roundtable and from teaching at Exeter.

Mark Apsey MBE FREng CEng FIChemE is an engineer and executive leader who has spent twenty-five years turning climate ambition into built infrastructure. As Senior Vice President of Ameresco he grew its UK arm into one of the country's leading energy services companies, led the winning bid for Bristol City Leap, the £1 billion, twenty-year partnership to decarbonise the city, and ran the joint venture as Managing Director.

He was the 83rd President of the Institution of Chemical Engineers, has advised government through the Royal Academy of Engineering's policy programme since 2020, and has given oral evidence to the Commons Energy Security and Net Zero Committee. He is now Founding CEO of CivicNetZero, Honorary Professor of Engineering at the University of Exeter, a trustee of the European Federation of Chemical Engineering and, since 2026, a Fellow of the Royal Academy of Engineering. He was appointed MBE for services to sustainable energy in 2020.

Long

About 400 words

Mark Apsey MBE FREng CEng FIChemE is an engineer and executive leader whose work sits where climate ambition meets delivery: the financing, structuring and building of the infrastructure that net zero depends on.

A chemical engineer by training, he graduated with a first-class MEng from the University of Exeter in 1999 and began his career at WS Atkins designing a carbon dioxide recovery plant for a brewery. Six years at GlaxoSmithKline in pharmaceutical manufacture and process efficiency followed, then a return to Atkins to work on oil and gas and on one of the UK's early offshore wind substations, before he moved into energy services, where he has remained.

From 2020 he led the UK business of Ameresco, the NYSE-listed energy services company, growing it into one of the UK's leading ESCOs and delivering energy efficiency and clean energy across the NHS, schools, social housing and local government, including the solar installation on the London Stadium and the negotiation of a £196 million, 300 MW battery energy storage project. He led the winning bid for Bristol City Leap, the £1 billion, twenty-year partnership between Bristol City Council and Ameresco, and served as its Managing Director, negotiating the concession, transferring the council's energy team into the joint venture and setting its first five-year plan. The partnership received the World Economic Forum's 2024 Award of Distinction for Public-Private Collaboration in Cities.

In 2026 he joined CivicNetZero as its founding Chief Executive. The platform connects cities with capital and delivery partners so that net zero and resilience projects move from plans to investable pipelines.

Alongside his executive career he has served the profession for a decade. He led the IChemE task group behind the Energy and Resource Efficiency Good Practice Guide, chaired the Institution's Energy Community of Practice and wrote its first climate change position statement. As the 83rd President of IChemE in 2024–25 he chaired five policy roundtables, led the Institution's session at the Parliamentary and Scientific Committee, represented it at COP29 and oversaw a 17 per cent rise in UK applications to study chemical engineering. He has sat on the Royal Academy of Engineering's National Engineering Policy Centre net zero working group since its launch in 2020 and now serves on the Academy's Clean Power Advisory Working Group. He has given oral evidence to the House of Commons Energy Security and Net Zero Committee and spoken at UN climate conferences in Marrakech and Bonn.

He is Honorary Professor of Engineering at the University of Exeter, an Executive Board member and trustee of the European Federation of Chemical Engineering, and was elected a Fellow of the Royal Academy of Engineering in 2026. He was appointed MBE in the 2020 New Year Honours for services to sustainable energy.
